I. PURPOSE

The purpose of this manual is to:

  • Define a methodology along with processes and procedures required in initiating a count of homeless youth. 

  • Identifying the needs of this group through the design of interviews and questionnaires appropriate to the group.

  • Identify the existing services and gaps in services for the homeless youth population.



II. OUTCOMES

The principal outcome of this effort is to produce a uniform system for collecting and analyzing federally required data on homeless youth as part of the sub-population of the homeless. Elements of this outcome include:

  • Establishment of an agreed upon set of stated assumptions and protocols.

  • Applicable of the methodology to other communities in the State.

  • Providing data that will lead to the development of a continuum of care for this sub-population.

  • Greater understanding, inclusion and access to resources for homeless youth as part of the decision-making structure as resources are allocated for the homeless.

  • Inclusion of the learning and best practice from this count into the design and methodology of the State's count for the homeless
